On February 11, 2026, FDA published a Federal Register notice opening the third year of its voluntary Quality Management Maturity Prototype Assessment Protocol Evaluation Program to up to nine drug manufacturing establishments. That application window closed on April 13, 2026.

Building on its foundational document, CDER’s Quality Management Maturity (QMM) Program: Practice Areas and Prototype Assessment Protocol Development (CDER’s Quality Management), this program formalizes how a team of assessors evaluates an organization. To minimize bias and ensure objective scoring, this protocol evaluates facilities across five essential practice areas:

  1. Management’s Commitment to Quality: Involves leadership setting the right example, aligning quality objectives with broader organizational goals, providing necessary resources and fostering transparent communication channels to embed a systemic quality culture throughout the organization.
  2. Business Continuity: Business continuity practices are vital for ensuring operational resiliency, safeguarding against disruptions and minimizing risks to the pharmaceutical supply chain to maintain stable day-one readiness and long-term drug supply.   3. Advanced Pharmaceutical Quality Systems (PQS): An advanced Pharmaceutical Quality System goes beyond basic regulatory adherence. It incorporates principles such as “Quality by Design” (QbD) and risk-based quality management frameworks. This advanced PQS ensures the continued suitability, capability and reliability of operations through quality operations innovation.
  4. Technical Excellence: Effective technical excellence requires sophisticated management of information and data. This includes understanding the capabilities, limitations and information needs of specific operations.   5. Employee Engagement and Empowerment: Engaged employees, regardless of their level within the organization, take ownership of their responsibilities. They are empowered to identify risks, communicate concerns, escalate problems when necessary and initiate CAPA (Corrective and Preventive Action) measures that lead to continuous improvement in procedures and practices.

Following an assessment, participants receive a detailed report highlighting targeted areas for continuous improvement. Crucially, the QMM program provides benchmarking data, comparing a site’s performance against similar establishments(without disclosing identities) based on establishment size, product type and assessment year.
