How exactly does one demonstrate the effectiveness of a PQS? Demonstrate effective pharmaceutical quality system and product and process understanding, including the use of quality risk management principles (e.g., ICH Q8, ICH Q9, and ICH Q10).<\/td>\n<td style=\"width: 50%;\">\n<p>Opportunity to:<\/p>\n<p>&#8211; increase use of risk-based approaches for regulatory inspections;<br \/>&#8211; facilitate science-based pharmaceutical quality assessment;<br \/>&#8211; optimize science and risk-based post-approval change processes to maximize benefits from innovation and continual improvement;<br \/>&#8211; enable innovative approaches to process validation<br \/>&#8211; establish real-time release mechanisms.<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>&nbsp;<\/p>\n<p><span>Pharmaceutical Inspection Cooperation Scheme (PICs) has just issued a draft recommendation titled \u201cHow to Evaluate \/ Demonstrate the Effectiveness of a Pharmaceutical Quality System concerning Risk-based Change Management\u201d PI 054-01 draft 28NOV2019. Has Industry just been handed a solution by PICs?<\/span><\/p>\n<p><span>The short answer to this question is that it provides a partial answer. ICH Q10 specifies four different elements that constitute the PQS (in addition to two enablers: Knowledge Management and QRM), namely:<\/span><\/p>\n<ul>\n<li><span>Process Performance and Product Quality Monitoring Systems<\/span><\/li>\n<li><span>Corrective and Preventative Actions (CAPAs)<\/span><\/li>\n<li><span>Change Management Systems<\/span><\/li>\n<li><span>Management Review of Process Performance and Product Quality<\/span><\/li>\n<\/ul>\n<p><span>The PICs document relies heavily on the principles of Quality Risk Management and Knowledge Management but only has the Change Management in scope: <strong>\u201c<em>The purpose of this document is to provide guidance on evaluating and demonstrating the effectiveness of a PQS in relation to risk-based change management.
